The 2002 OFC Nations Cup doubled as the 2003 FIFA Confederations Cup qualification tournament for the OFC, as well as to select the Oceanic team to compete in the AFC/OFC Cup Challenge.
The competition were divided in two Group stages, and a knockout tournament at the end. Before the tournament, all twelve teams were seeded, for most according to their 2001 FIFA ranking, although New Caledonia was placed last by default, as it was not a FIFA member.
The lowest-ranked six teams were placed in a round-robin group qualification stage, in which the highest placed two teams at the end of the round were deemed qualifiers for the actual tournament. In the tournament proper, the remaining eight sides (now including the six higher-ranked teams, effectively given a bye past the qualifications) were split into two groups of four, which then played their own round-robin tournaments. The highest-placed two teams in each group then qualified for a final knockout tournament.
Australia sent a severely weakened team (Scott Chipperfield was the only European-based player) and as a result failed to defend the title they won in 2000. They were beaten by New Zealand in the final, with Ryan Nelsen scoring the winning goal.

Before the first group stage began, the Cook Islands withdrew, resulting in the group stage being played between only five nations.
